Floyd Mayweather Jr.’s controversial knockout victory over Victor Ortiz was enough to put him back in The RING’s pound-for-pound rankings.

It was not enough, however, to dislodge Filipino boxing icon Manny “Pacman” Pacquiao from the top.

Pacquiao remains the top pound-for-pound fighter in the world and the number 1 fighter in the welterweight division.

Mayweather takes the 2nd spot in both rankings.

“Mayweather can’t leave boxing for 16 months, defeat a good (not special) opponent in a less-than-satisfying manner and expect to regain his status as the No. 1 fighter in the world,” said RingTV.com’s Michael Rosenthal.

Rosenthal gave Pacquiao the edge in the pound-for-pound rankings because he has been more active in the ring than Mayweather, although Pacquiao’s last 3 fights have been less than stellar.

The welterweight ranking was more complicated as both Pacquiao and Mayweather faced 3 welterweights in the past 2 years.

But Pacquiao still retains the top spot as he is the incumbent number 1.

“(Pacquiao) can be overtaken only if he slips up or if your recent accomplishments are far superior to his. Neither of those criteria apply here,” Rosenthal said.

With Mayweather returning to the pound-for-pound rankings, Sergio Martinez drops down to the 3rd spot, while Nonito “The Filipino Flash” Donaire is now at number 4.

Pacquiao’s next opponent, Juan Manuel Marquez, is at number 5.
